Move a Request Tracker ticket to another RT queue - what permissions are needed?

To move an RT ticket from one queue to another queue, you need ModifyTicket permissions on the queue to which the ticket currently belongs. If you do not have ShowTicket permissions in to which you transfer the ticket, however, you will get a Permission Denied error when you try to view the ticket, after moving it.
