Answer

You can open another Terminal window by going to the Applications menu, and selecting "Accessories", and then "Terminal".

There is no longer an icon in the panel for a new Terminal window, however you can create one yourself by dragging the "Terminal" icon from the Applications -> Accessories menu to the panel.
