Request Tracker global permissions controlled through Moira lists

Context

This article goes through Request Tracker (RT) "role" Moira lists, which control some global permissions for users of RT at MIT. Note that not all these roles have been implemented yet (as indicated below where applicable). This article only applies to the RT instance on help.mit.edu.
