Moira error "No Such User" when creating a list

If the following error message appears in the process of creating a Moira list:

Moira (our system management server) returned an error: "(47836430, 'No such user')".

Check that the owner you provided exists (and is a list if you said it was a list or a "user" if you said it was a user.)

Then recreate the mailing list, but use only kerberos name or list name, and not the email address in full.
