Open the ServiceConfig.xml file with TextEdit (Mac) or Notepad (Windows).
Make the following edits:
Change: <panel><name>AppsPanel</name><visible>false</visible></panel>
to: <panel><name>AppsPanel</name><visible>true</visible></panel>
Save.
Restart the computer. Result: After restarting and launching the Creative Cloud Desktop app, it should launch and work as expected.
