Chrome SSLv3 Error in Atlas

This error shows up in Chrome in Atlas, when the user has logged into Atlas with Touchstone, without certificates, but is trying to access an Atlas application which is certificate-only:

The client and server don't support a common SSL protocol version or cipher suite. This is usually caused when the server needs SSLv3 support, which has been removed.
